State Correctional Institution Houtzdale
Central Utility Plant Modernization & Facility-Wide Energy Upgrades
TEN served as the prime contractor to modernize the aging central utility plant at the 1,500-bed State Correctional Institution in Houtzdale, Pennsylvania. Completed in July 2023, the project upgraded critical systems while minimizing disruption in an occupied facility. The improvements enhanced energy efficiency, reliability, and overall operational performance.

Lighting Upgrades
- Completed a lighting retrofit with 7,000 LED fixtures
HVAC & Mechanical System Improvements
- Replaced heating and cooling distribution lines to the entire facility
- Upgraded to variable flow hot water pumping systems and modern plant controls
Central Plant & Chiller Improvements
- Converted central steam plant to compressed natural gas
- Constructed a compressed natural gas unloading facility
- Installed two new 350-HP boilers and refurbished two existing units
- Added three new 400-ton chillers with cooling towers
Building Automation & Controls
- Implemented a new BACnet building automation system with fiber-optic infrastructure, variable frequency drives, and unit controllers
